DUTIES:
The primary purpose of this position is to provide medical technician support to a military ophthalmologist performing eye care, to include eye surgery, for all eligible military beneficiaries according to governing Air Force and DoD instructions.

  • Serves as surgical assistant to an Ophthalmologist performing major eye surgery in the surgical treatment of eye conditions and diseases.
  • Performs screening and diagnostic visual fields, corneal topography, and A/B scans unsupervised.
  • Performs basic ophthalmic clinic duties. Supports care provided by ophthalmologists in determining refractive error and diagnosing and treating ocular diseases, disorders, and injuries in an outpatient clinic setting.
  • Performs clinic administration duties. Performs patient accounting procedures using manual and automated systems to meet local requirements.
QUALIFICATIONS REQUIRED:
To be eligible for this position, you must possess the following:

A. A current national ophthalmic certification as an ophthalmic assistant or higher level from a national ophthalmic association (COA, COT, COMT, OR ABO and JCAHPO). NOTE: You must submit documentation of the certification with your application. AND

B. A current CPR/BLS certification. NOTE: You must submit documentation of the certification with your application.

In addition to the above certifications, you must possess one of the following:

A. At least 1 year of specialized experience which was equivalent to at least the GS-05 level in the Federal Service (or similar in other pay systems) and that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. This experience must have included providing medical technician support to an optometrist or ophthalmologist performing eye care for eligible beneficiaries. OR

B. Completed at least 9 hours of graduate study in an accredited college or university leading to a master's degree in Ophthalmology, Optometry, or another field directly related to this position. NOTE: YOU MUST SUBMIT COPIES OF YOUR TRANSCRIPTS. OR

C. Some specialized experience as described in A, but less than one year; and some of the education as described in B, but less than 9 hours. The percentage of the requirements met must total at least 100%. (To compute the percentage, first determine your total qualifying experience as a percentage of the experience required. Then, determine your education as a percentage of the education required. Combine the two percentages. The total must equal at least 100 percent) NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of common diseases of the eye, their effects in ophthalmology, medical causes of eye disease, and basic anatomy and physiology of the visual system.

2. Knowledge of minor and major surgical procedures to include: cataract surgery (phacoemulsification and extra capsular methods), blepharoplastys, ocular muscle surgeries, chalazion, skin tag, xanthomas, papillomas epithelial cysts, NLD probe, laser procedures, ptosis repairs, trabeculectomy, dacryocystorhynostomy, laceration repairs; as well as surgical instruments and ophthalmic operating room equipment.

3. Knowledge of ocular pharmacology, aseptic techniques, standardized and automated testing, and ocular emergency protocol.

4. Skill in the use of ophthalmic instruments to adapt various instruments to perform a full range of specialized tests and nonroutine diagnostic or treatment procedures requiring many steps.

5. Skill in operating commonly used ophthalmic equipment, computing ophthalmic formulas, adjusting and repairing optical products, using computer programs (e.g., Word, Excel, PowerPoint, optical ordering software), and documenting patient medical records.

6. Ability to analyze ophthalmic needs and counsel patients on concerns.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. CONDITIONS OF EMPLOYMENT/OTHER SIGNIFICANT FACTS :
1. Must possess and maintain current national certification as an ophthalmic assistant or higher level from a national ophthalmic association (COA, COT, COMT, OR ABO and JCAHPO).

2. The position is identified as having "regular contact with children," requiring a State Criminal History Repository (SCHR) check to be completed on any person selected for the position.

3. Requires a current CPR/BLS certification.

4. Must have vision in both eyes corrected to at least 20/30 in each eye and must not have a detectable central scotoma in either eye.

5. Graduation from a military or civilian basic optometry training course is strongly recommended.

6. Membership in the Armed Forces Optometric Society (AFOS) is strongly recommended.

7. Knowledge of TRICARE/DoD Managed Care program, medical logistics/material and military clinic administration, patient accounting, military spectacle and contact lens ordering process is desirable.

8. This is a drug testing designated position. The incumbent is subject to random testing for drug use.

9. Must have demonstrated proficiency in performing refractions and at least two years experience in refractions is desirable.
