Healthcare fraud is of significant concern in the Medicare program. Media and governmental reports have periodically intensified this concern by claiming that fraud is the cause of large financial losses. The National Health Care Anti-Fraud Association (NHCAA) estimates conservatively that 3% of all health care spending is lost to health care fraud, with rates likely much higher for Medicare and other public-funded programs. Estimates by federal law enforcement agencies place the loss due to health care fraud between 3 and 10 percent of total health care expenditures. However, despite the publicly cited estimates of fraud, a statistically valid estimate of the rate of fraud in Medicare does not currently exist.
